I used to live in Paraguay, but I can only speak about Ciudad del Este.

Running water in CDE comes from el Lago de la Republica, which is a pond really, on the outskirts of the city.
It goes through a filtration system, but these are really only built to filter out pathogens, and not chemicals. This is usually not an issue because chemicals generally become diluted. The trick is, the water from el lago de la republica was (and perhaps still is) used to clean the machinery at the Itaipu dam. So all these chemicals build up in the body etc. etc.

which is why many people invest in bottled water I suppose...
